深偽（Deepfake）不實性影像：指以電腦合成或其他科技方法，製作、竄改他人不實之性影像。

兒少性影像（CSAM）：指以兒童或少年（未滿十八歲之人）為對象之性影像或性剝削內容。

以 AI 生成或深偽技術製作、竄改之影像，若屬前述性影像，或侵害他人肖像權、人格權、性隱私者，均屬本政策之處理範圍。

三、法律依據

本政策依中華民國相關法令辦理，包括但不限於：《刑法》第二十八章之一「妨害性隱私及不實性影像罪」（第三一九條之一至第三一九條之六）、《性侵害犯罪防治法》、《兒童及少年性剝削防制條例》、《犯罪被害人權益保障法》及《個人資料保護法》等。

依《性侵害犯罪防治法》相關規定，網路平台提供者於經主管機關、警察機關或司法機關通知含有性影像者，應限制瀏覽或移除；並應保留相關資料，以供司法機關調查。

依《兒童及少年性剝削防制條例》相關規定，網路平台提供者知有兒少性影像時，應先行移除、保留相關資料並通報，配合主管機關及警察機關調查。

四、檢舉與緊急下架管道

任何人發現本站有前述違法內容，或被害人本人、其法定代理人、受委任之律師或社工，均可透過官方信箱 [email protected] 提出緊急下架申請。

為加速處理，來信請儘量提供：涉案內容之完整網址（短網址連結）、內容簡述、您與該內容之關係（如被害人本人／代理人／檢舉人），以及您希望本站採取之措施。被害人檢舉無須提供影像本身，亦無須舉證權利歸屬。

五、緊急處理流程與時效

本站設有優先處理機制。接獲被害人、其代理人或主管機關、警察機關、司法機關之通知後，將以最速件處理，儘速限制瀏覽或移除相關內容；就經主管機關、警察機關或司法機關通知之性影像，本站將於二十四小時內限制瀏覽或移除。

移除措施包括：刪除內容、使短網址失效、阻斷接取、封鎖相關上傳來源與 IP 位址。

六、被害人自助下架（快速通道）

若您本人為性私密影像之被害人，您可直接來信申請下架，本站不會要求您重新上傳或提交該影像作為佐證，亦會以保護您隱私之方式處理往來資訊。

本站將於處理後，於合理範圍內回覆處理結果，並在技術可行且不妨礙調查之前提下，協助提供後續申訴或求助之資源資訊。

七、兒少性影像（CSAM）之特別處理

對於任何涉及兒童或少年之性影像，本站採最高強度處理：一經知悉，立即移除並停止散布。

本站將保存相關內容與連線紀錄（如 IP 位址、時間戳記、上傳與存取紀錄），依法保留一定期間，並主動通報警察機關、主管機關或 iWIN 網路內容防護機構，全力配合調查。

本站絕不以任何形式散布、提供或再傳輸兒少性影像；保存證據僅供司法及執法機關依法調查之用。

八、保存證據

就已移除之違法內容，本站將於法令要求之期間內，保存該內容及相關使用者連線資料（IP 位址、時間戳記、存取紀錄等），以供司法機關、警察機關調查或被害人主張權利之用。

前述保存之資料，非依法律規定或有權機關之合法要求，本站不會對外提供。

九、配合警政與司法機關

2. Emergency Reporting

3. Definitions

Intimate image: imagery or audio involving sexual activity, genitals, or otherwise sexual/private exposure. NCII / revenge porn: reproducing, distributing, transmitting, displaying, or otherwise making available a person's intimate image without their consent. Deepfake sexual imagery: false sexual imagery of a person created or altered by computer or other technology. CSAM: any sexual or sexually exploitative imagery depicting a child or minor (under 18). Imagery generated or altered by AI or deepfake technology that constitutes any of the above, or that infringes a person's portrait, personality, or sexual-privacy rights, also falls within the scope of this Policy.

4. Legal Basis

This Policy is implemented under the laws of the Republic of China (Taiwan), including the Criminal Code (Chapter 28-1, "Offenses Against Sexual Privacy and Non-consensual Sexual Images", Articles 319-1 to 319-6), the Sexual Assault Crime Prevention Act, the Child and Youth Sexual Exploitation Prevention Act, the Crime Victims' Rights Protection Act, and the Personal Data Protection Act. Under these laws, an online-platform provider must, upon notice from a competent, police, or judicial authority regarding sexual imagery, restrict access to or remove such content and retain related data for investigation.

5. Emergency Takedown Process and Timing

The Site operates a priority mechanism. Upon notice from a victim, their agent, or a competent, police, or judicial authority, the Site acts as fast as possible to restrict or remove the content; for sexual imagery notified by a competent, police, or judicial authority, the Site restricts access to or removes it within 24 hours. Measures include deletion, disabling the short link, blocking access, and blocking the uploading source and IP.

6. Victim Self-Report (Fast Track)

If you are the victim of an intimate image, you may request takedown directly. The Site will not ask you to re-upload or submit the image as proof and will handle your correspondence in a manner that protects your privacy.

7. Child Sexual Abuse Material (CSAM)

Any content involving a child or minor is treated with the highest priority: immediate removal, cease of distribution, preservation of the content and connection records (IP, timestamps, upload and access logs) for the statutory period, and proactive reporting to the police, competent authority, or the iWIN internet content protection institution, with full cooperation in any investigation. The Site never distributes or re-transmits such material; evidence is preserved solely for lawful investigation.

8. Evidence Preservation

For removed illegal content, the Site preserves the content and related user connection data for the period required by law, for use by judicial or police authorities or by victims asserting their rights. Such data is not disclosed except as required by law or by a lawful request from an authorized authority.

9. Cooperation with Authorities

The Site fully cooperates with courts, prosecutors, police, competent authorities, and bodies such as iWIN, providing retained records and taking necessary takedown/blocking measures upon receipt of a lawful notice, official document, or order.

10. Preventing Re-upload

For content confirmed as illegal sexual imagery, the Site takes reasonable, technically feasible measures to prevent the same content from being re-uploaded or redistributed.

11. Action Against Uploaders

Uploaders of illegal sexual imagery will have their service terminated and uploads and IP addresses blocked; their connection records are retained and matters referred to judicial authorities.
